Cut the broccoli and cauliflower into small, evenly sized pieces.

Boil the broccoli and cauliflower in water with a little cumin for 5 minutes only.

Remove the broccoli and cauliflower from the water and place them in cold water to preserve their color and texture.

Heat a pan and add the minced meat without stirring until it starts to brown, then flip it to brown on the other side.

Add the small chopped onion to the meat and stir until it softens.

Season the meat with salt, black pepper, coriander, nutmeg, cinnamon, clove, cardamom, and bay leaves, then add the minced garlic and stir until the flavors combine.

Remove the minced meat from the heat once it turns golden brown.

In another pan, sauté the diced onion until soft, then add the broccoli and cauliflower and stir until they are three-quarters cooked.

Add the flour to the vegetables and stir well until it completely disappears.

Gradually pour in the milk while stirring continuously until a thick sauce forms, then season with salt, pepper, nutmeg, and garlic powder, add the cheddar and parmesan cheese, and stir.

Spread half of the vegetable mixture in a greased baking dish, then layer the minced meat on top and cover it with the remaining mixture.

Sprinkle grated cheese on top and bake in a preheated oven at 180°C (350°F) for 30 minutes until the top becomes golden brown.
