Steps

In a saucepan, melt the sugar over medium heat until golden and caramelized.

Pour the caramel into a bundt pan or round cake mold, swirling to coat the bottom evenly. Set aside to cool.

In a mixing bowl, beat sugar, oil, egg, vanilla, and vinegar until well combined.

Add powdered milk, sweetened condensed milk, and liquid milk, mixing until smooth.

Pour the cream mixture over the caramel layer.

Beat sugar and oil together, then add the egg, vanilla, and vinegar.

Add liquid milk, followed by cocoa powder, and mix until well combined.

In another bowl, mix flour with baking powder, then gradually add to the liquid mixture, stirring until smooth.
