Cut the white part of the green onion and then cut the green part into small cubes

In a saucepan on the fire, put the butter and then add the white part of the green onions

Stir a little and then add the minced garlic and stir

Add the chopped tomatoes and stir over medium heat

Add cumin and ground chili pepper and stir well

In a separate bowl put the water, powdered milk, and starch

Mix the ingredients well until the ingredients are combined

Add this mixture to the ingredients in the saucepan
