We peel the potatoes and cut them into medium-sized slices.

We place the potatoes in a pot with hot water and one teaspoon of salt, and leave them on the stove for 10 minutes only, until half cooked.

In a skillet, we heat the olive oil, then add the chopped onion and sauté until it softens.

We add the garlic and sauté until fragrant.

We add the chopped bell pepper and stir it with the onion and garlic.

We add the ground beef and cook until the meat changes color and the liquids evaporate.

We season with salt, black pepper, and cumin, then add tomato paste and chopped tomatoes, and mix well.

We add a cup of hot water and let the mixture simmer on low heat for 10 minutes.

We arrange the half-cooked potato slices in an oven tray.

We spread the meat and vegetable mixture evenly over the potatoes.
